it’s hard to say exactly what impact these security features have on PC games because it varies across systems and games. Tom’s Hardware did some testing last year where it was around a 5% drop in performance on Intel chips

Modders have managed to jailbreak the PS5. They've used an exploit in firmware from last year, allowing them to access a PS5 debug menu and install PS5 and PS4 game backups, but not play them
