🎉 Description

The ECDSA contract has a function toEthSignedMessage(bytes32), but we should have a function that works for any length of a bytes array:

Continuation of the refactor from #11518.

Abstract

Many options in CommandLineOptions have a value even if they are not specified on the command line. In some cases the default value is intentional, in others it's simply left at that because the value is irrelevant. Sometimes there's a special value use to indicate that the setting is not initialized.
