Describe the bug

GitHub provides a few options when configuring a new repo like: license, .gitignore file, a README.md, and the Rennovate plugin. If you want to install any of these by default, which I usually do, then you get an error about the remote having newer content.

Steps to reproduce the behavior:

Similar to issue #3702 (PR #3712), suggesting a more sustainable solution to keeping the links in the developer docs readme (landing page for dev docs) up to date. Currently this is a manual process, and as we've seen, can get out of date fairly quickly.
