Issue summary

• Needs to replace all occurrences of GetBlockHash by GetHashByNumber
• This function is implemented at ./dot/state/block.go
• After update the BlockAPI interface ./dot/rpc/modules/api.go you must update the mocks running:

When sending multiple requests, the data log causes an problem incorrect nonce:

It would be great if hs-web3 provided support for deploying and upgrading diamonds. The Diamond Standard is here: ethereum/EIPs#2535

Please add the ability to be able to receive the amount requested. This would be good to inform users which runtimes will actually emit traces vs which will not. It would also be a good debugging tool in case a user is confused as to why there are traces missing for some runtime
