Use CML_TOKEN instead of REPO_TOKEN to

• avoid potential namespace clashes
• better reflect that it could be a project token, org token, bot token, encoded username & password, etc
• better reflect that it's mostly used to launch runners and also is used by runners

jest.it.each reduces the boilerplate test code and improves the readability and maintainability.
Currently config, tools and coverage tests use jest.it.each. The same can be done for utils, extensions and install tests.

Add a new flag to the controller and webhook server to allow you to define the default scaleDownDelaySecondsAfterScaleOut value preventing the need to have this attribute to all your runners if the default of 10 minutes doesn't work for your environment.
