A simple liqoctl subcommand to disable the incoming peering for this cluster, to stop the resource sharing and remove the pod scheduled by the remote cluster on the local one.

Currently installing BackendAI using PyPI packages does not give any hints for the required TOML configuration, though our GitHub repositories contain config/sample.toml file with detailed comments.
