Describe the bug

Currently ClusterGateway in helm chart reuse the service account in Webhook to bootstrap. However, sometimes developer may not want Webhook but want ClusterGateway. Current helm install cannot achieve that. We should support it.

Two solutions:

1. Use separate service account for ClusterGateway and Webhook.
