Describe the bug
Currently ClusterGateway in helm chart reuse the service account in Webhook to bootstrap. However, sometimes developer may not want Webhook but want ClusterGateway. Current helm install cannot achieve that. We should support it.
Two solutions:
- Use separate service account for ClusterGateway and Webhook.

Delegating the dockerignore file search to Docker if possible, otherwise copying the behavior as best as possible
This is a follow-up to fluxcd/kustomize-controller#387 for aligning the behaviour implemented in the fix to that issue to all other controllers:

- image-reflector-controller (ImageRepository, ImagePolicy)
