Summary

Fill in a few fields and return control_proxy as a string if control_proxy isn't saved in the tenants service storage.
The fields to fill in are:

• domain_name - from (?)
• @hcgatewood what else is there?

This may cause overflows for things such as large staging buffers for textures.
This should be pretty easy to fix.
