While fixing PR #4662 / issue #4657 it was found that PulseIn is not using the common_hal method of state machine construction. The common_hal version has more checks and would keep the functionality properly encapsulated. The displayio.ParallelBus could be used as a template on how to change this issue.

Originally we needed separate test casees for T1 and TT NEM implementation, because the TT variant needed pagination input flows.

These are now automated, so we should be able to merge the T1 and TT variants.
