Hyperledger would like the following files to exist in all HL repos (see report here):

• notice-file-exists: not found: (NOTICE*) The NOTICE file is described in section 4.4 of the Apache License version 2.0. Its presence is not mandated by the license itself, but by ASF policy.
• licens

There are a lot of different versions of bignumber.js and oer-utils floating around our modules. It would be good to clean those up and get them all using the same versions so we don't need to install all of them.

In #54, we decided to lazy load favicons to avoid bad image loading UX. However, an additional enhancement would be to cache the favicon images so that we don't need to load them every time we visit a site.

This PR enables the maxConnections and maxConnectionsPerHost to be specified for the IlpOverHttpClient.

We need to add this configurability into the Settlement and FX HTTP clients. Once this is complete, we need to update the documentation. See [here for an example.](https://java-co
