connect_args / SSL certificate support

I am using PG server in a certificate pinned environment. In Python / SQLAlchemy, this is the following code needed to connect:

pg_certs = {
    'sslcert': 'certs_dir/client-cert.pem',
    'sslkey': 'certs_dir/client-key.pem',
    'sslrootcert': 'certs_dir/server-ca.pem',
}

create_engine(pg_url, connect_args={'sslmode': 'require', **pg_certs}, ...)
