We have two process types in the protocol: ProcessMetadataValue and Process. Both can be embedded in a DeploymentRecord, but only one of them is ever really the value of a Record<T>. That is the Process. There is no intent related to the ProcessMetadataValue, for instance. It's only meant to be embedded in the DeploymentRecord.
