Missing Access Crashes

Describe the bug
If someone invites the bot with less permission than needed, and the bot tries to send a message for example, the whole bot crashes

To Reproduce
Steps to reproduce the behavior:

  1. Invite bot without send message permission for example.
  2. /config welcome configured
  3. Join the guild
  4. See the crash

Expected behavior
Bot should just DM the guild owner,
