Close files that aren't in use / have a settable limit

Every database file it opens stays open for the duration of the sync

Currently, when a semantic test fails, soltest/isoltest does not print any information about options it was executed with. In particular the EVM version used (--evm-version option) and the optimier status (--optimize option). This information should be included both in the console output for each failed test and in the XML file for CircleCI that it produces when --logger=JUNIT option is used

Similar to #4461, it would be nice if people could truffle exec typescript without needing to run a compilation step.

Steps to Reproduce

Write a script for truffle exec in TypeScript

Desired Behavior

Truffle would use ts-node to execute said script

Current Behavior

Users must first compile said script, and truffle exec the compilation output.

A parametrized option to set the blocksize would be useful to experiment with. As quorum is used in a private setting I think this option should be available

Change links and references in the docs to run an Ethereum node from parity to openethereum, and change these references in the code too.
