Describe the bug

A fresh instance of Forest, i.e. with no ~/.forest (or rather config.data_dir + /db) is triggering an error in metrics. It shouldn't be a big issue but it's not nice for a new user to see errors on a clean instance.

Is your feature request related to a problem? Please describe.
I hate having to come up with a key every time I'm testing changes locally, we should add a way to stop requiring keys to make api calls for testing purposes.

I think the document should be written with a default step of encrypting the data. And then a suggestion to drop encryption if you don't care about the privacy of the stored data.

2. Should check if sufficient amount is being sent (not more than balance) otherwise send is throwing and estimating gas
3. Connected with 2, check if max amount should deduct gas too.
