When creating a new order cycle, there is no spacing between the 'coordinator dropdown' and the 'continue button'. For design reasons there should be a spacing as on other pages.

Following #464, there are some deprecation warnings in dependencies:

• fix less-rails deprecation warning - metaskills/less-rails#122, metaskills/less-rails#137
• fix roo deprecation warning - roo-rb/roo-xls#28 (fixed upstream)

Wait until dependency fixes the problem, and update Gemfile to use them.
