This PR adds a function to disable the subscribers tab for private
streams if a user is not subscribed to the stream and is not an admin.
We also live update the state of subscribers tab on changing privacy
of stream.
Completing #21537 opened by @Zoronium. Made a few improvements to
directly use can_view_subscribers function, enabling "General" tab in case
subscribers tab was opened when

Describe the desired feature
1920x1080 is at an awkward place where the UI can be too small, but pixel scaling cannot be applied without making the UI much too large. Enabling integer pixel scaling and high-dpi support also disabled automatic OS scaling, leading to issues like wesnoth/wesnoth#6663 .
The easiest short-term solution is to have a better 1920x1080 UI
