Describe the bug
When using isISO8601 to check date that looks like iso8601 format, but missing seconds, will return true even though it is an invalid date
Examples
Date string such as "2018-09-11T10:16.000Z" will return true.

I have a project that is in a monorepo and uses yarn right now.
I'm considering migrating to pnpm for the monorepo, as well as all other projects I contribute to, as I have a small SSD as local storage (and with Windows...). However, it would be ideal if there was compatibility between yarn's workspaces and pnpm, so that we don't have to jump "all in" to it.

Plenty of people make use of pnpm for their projects, and it would not be a hard feature to implement so I don't think that it would be a bad idea to add a flag to use pnpm as the package manager, just as there is one already for yarn.

Would it be possible to let folks pass their own slugify function to generate slugs for markdown headings? Some usecases for this are
- backward compatibility (if I'm migrating from some other framework)
- customization of slugs (one off custom transformations)
- handling special usecases for non-latin languages (like Urdu)

When running ./nodebb upgrade, the output should also append to logs/output.log just as it does for ./nodebb start. These logs can be viewed by running ./nodebb log.
