Current implementation of Go binding can not specify options.

GPUOptions struct is in internal package. And go generate doesn't work for protobuf directory. So we can't specify GPUOptions for NewSession.

What is the problem that this feature solves?

It would be great if ONNX Hub can download test_data_set. It will be helpful for testing ONNX Model Zoo.

Describe the feature

Currently users can only download models through ONNX Hub. There is no easy API for them to download the test_data_set from.tar.gz

In mlflow/mlflow#5745, we added the mlflow.environment_variables module to define environment variables used in MLflow in one place and provide a document for them. We should migrate the environment variables in the table below to this module as we did in mlflow/mlflow#6375.

In time series plotting module, lot of plots are customized at the end - template, fig size, etc. Since the same code is repeated in all these plots, maybe this could be modularized and reused.
