[readonly sharedptr param] Address intrusive_ptr similar to shared_ptr 
Summary:
This diff addresses `boost::intrusive_ptr` similar to `std::shared_ptr`, so that it suggests passing
a raw pointer instead of const-ref when the value is being read-only in the callee.
