On page 21 of the Hillsdale/ACE application the group appears to use Montgomery County in the first paragraph and then switches to Madison County for the rest.

For Hillsdale/American Classical, the approval in Rutherford is a victory for the charter network trying to gain a foothold in Tennessee, which at one point claimed it wanted to open 50 charter schools in the state.
In Rutherford, the board refused to hold a public hearing and prevented its charter review committee from giving the pros/cons of the school. A board member opposing Hillsdale called it "nefarious." The board chair explains why starting at the 10:30 mark.
