The review interface should support a "default" sort order separate from user-selection

Is your feature request related to a problem? Please describe.
This is a UX issue. When visiting the review interface for the first time, the page shows the newest submissions first on the All tab. When I switch to the Pending tab, it sets the sort order to show the older submission first. This makes sense.
